Development of complicated devices usually starts from R&D phase. During this phase one or few key features of target product are validated. The goal is to ensure that initial idea works before too much time and resources are spent on final product development. As a result, development can be either continued with or without some improvements or rejected if initial goal appeared to be non-achievable or too expensive to be implemented.
